What the serving size on a label actually is
The serving size is a legal measuring stick, not a suggestion. FDA states it plainly: "By law, serving sizes must be based on the amount of food people typically consume, rather than how much they should consume." The agency repeats the point in a second sentence on the same page, saying the serving size is not a recommendation of how much to eat or drink.
That distinction trips up a lot of careful shoppers. If a bag of pretzels says one serving is 1 ounce, that is a statement about what a typical person eats in one sitting, based on national survey data. It is not the food company telling you to stop at 1 ounce, and it is not a health authority saying 1 ounce is the right amount for you.
Behind the scenes, the serving size comes from a table in federal regulation called the Reference Amounts Customarily Consumed, set out in 21 CFR 101.12. Each food category gets a reference amount in grams or milliliters. The manufacturer then converts that reference amount into a household measure that fits the product, such as a cup, a tablespoon, a slice, or a number of pieces, and prints the gram weight next to it.
The gram weight in parentheses is the number that makes independent comparison possible. Household measures are approximate and vary with how a food is cut, poured, or packed. Grams do not.
Where the reference amounts came from
The current numbers are not arbitrary. When FDA updated the Nutrition Facts label, it rebuilt the serving size tables using national food consumption surveys from 2003 to 2008, replacing standards that had been based on surveys from 1977 to 1978 and 1987 to 1988.
Eating habits had changed in the meantime, and the label changed with them. A serving of ice cream went from half a cup to two thirds of a cup. The reference for individually packaged yogurt moved to a 6 ounce container. A 20 ounce bottle of soda and a 15 ounce can of soup are each now labeled as one serving rather than two or more. Large muffins that once carried labels claiming two or even three servings are now labeled as one.
For anyone comparing products, this was a real improvement. When the label serving is closer to what people actually eat, the numbers printed next to it are closer to what people actually get. It also means the serving size can now be larger than the amount you personally eat, which is a different kind of mismatch and just as worth catching.
Why two packages of the same food can list different serving sizes
Reference amounts are assigned by food category, and some categories have tiers based on density. Ready to eat breakfast cereal is the clearest example. Under the regulation, a cereal that weighs less than 20 grams per cup gets a reference amount of 15 grams. A cereal in the 20 to 43 grams per cup range gets 40 grams. A cereal at 43 grams per cup or more gets 60 grams.
That is why an airy puffed cereal, a flake cereal, and a dense granola sitting on the same shelf can carry three different gram serving sizes, all of them correct. Comparing their sodium per serving compares three unequal amounts of food.
Here is what that looks like with numbers. Suppose a flake cereal lists a serving of 1 1/3 cups (40 grams) with 230 mg of sodium, and a granola lists a serving of 2/3 cup (60 grams) with 260 mg. Per serving, the flakes look lower. Divide each by its gram weight and the picture flips: the flakes work out to about 575 mg of sodium per 100 grams and the granola to about 433 mg. Weight for weight, the granola is the lower sodium food.
Which comparison matters depends on how you eat. If you fill the same bowl either way, the volume comparison is the one that counts. If you are eating by weight or by calories, the per gram figure is. Knowing both takes about 10 seconds of arithmetic and keeps the label from making the decision for you.
Other categories have their own reference amounts, which is useful to know when you are comparing across formats. A few from the regulation:
- Bread is 50 grams, labeled in slices or pieces.
- Snack type crackers are 30 grams.
- Cheese is generally 30 grams.
- Processed and luncheon meats are 55 grams.
- Salad dressing is 30 grams; mayonnaise and sandwich spreads are 15 grams.
- Gravies and sauces used as toppings are 2 tablespoons.
- Soup is 1 cup (240 milliliters).
- Carbonated beverages are 12 fluid ounces (360 milliliters).
- Canned and frozen main dishes are 140 grams, with 55 grams added for products packed in gravy or sauce.
How the size of the package changes what the label shows
Package size interacts with the reference amount in three ways, and each one changes what you are looking at.
- A product packaged and sold individually that holds less than 200 percent of the reference amount must be labeled as a single serving, with the entire contents counted as one serving. This is why a 20 ounce soda and a 15 ounce can of soup each show one serving. The numbers on those labels describe the whole container.
- A product that holds at least 200 percent and up to 300 percent of the reference amount must carry a second column. FDA calls these "dual column" labels, and they list the amounts both per serving and per package. A 19 ounce can of soup and a 3 ounce bag of chips are the examples FDA gives. On these packages you get the honest total without doing any math, as long as you look at the right column.
- A package holding more than three reference amounts shows per serving information only. A party size bag of chips and a two liter bottle of soda fall here. If you plan to eat or drink more than one serving, the multiplying is yours to do.
Get these three cases straight and a large share of label confusion disappears. The same 850 milligrams can describe a single cup of a frozen dish, a whole small container, or one third of a family size tray, depending entirely on which rule the package falls under.
Three ways serving size quietly distorts a comparison
The traps below are the ones that cost people the most accuracy in real shopping.
- Unequal amounts of food. Two products in the same category can carry different gram serving sizes, as the cereal example shows. Comparing per serving numbers without checking the grams compares apples to a larger or smaller pile of apples.
- Per serving versus per package. A product with a low number per serving can deliver far more sodium per container simply because the container holds more servings. Always read servings per container before you read anything else, and decide up front whether you are comparing a serving or a package.
- Fractional servings. Labels often read "about 2.5 servings per container" or "about 3.5." Fractions invite rounding in your head, usually downward. If you tend to finish the package, multiply by the full figure, including the fraction.
A fourth situation is worth a mention: some labels report values "as prepared" and others "as packaged." A condensed product measured as prepared already assumes you added water or milk. Comparing an as prepared number with an as packaged number is not a comparison at all. A separate article in this series looks at soups, sauces, and condiments, where this comes up most often.
The arithmetic that puts two labels on equal footing
The fix is one division problem. Take the sodium in milligrams, divide by the serving weight in grams, and multiply by 100. That gives sodium per 100 grams, and any two products in the world can be compared on that basis.
Using the cereal numbers: 230 divided by 40, times 100, is 575. And 260 divided by 60, times 100, is about 433. You can also scale to whatever amount you actually eat. If your usual bowl is 50 grams, the flake cereal delivers about 288 mg and the granola about 217 mg.
One caution keeps this honest. FDA rounds the sodium figure before it is printed. Sodium is shown as zero when a serving contains less than 5 mg, rounded to the nearest 5 mg between 5 and 140 mg, and rounded to the nearest 10 mg above 140 mg. A 10 mg gap between two labels is inside the rounding and should be treated as a tie. Multiplying a rounded figure by three or four magnifies that small error a little, so treat scaled results as good estimates rather than exact counts.

Why this matters most for sodium
More than 70 percent of the sodium Americans eat comes from packaged, prepared, and restaurant foods rather than the salt shaker, according to FDA. That makes the choice between two packages on a shelf one of the few points in the day where a shopper has direct control over the number.
The label gives you a built in yardstick. The Daily Value for sodium is 2,300 mg, so 100 percent DV equals 2,300 mg. FDA's rule of thumb is that 5 percent DV or less per serving is low and 20 percent DV or more is high, which works out to about 115 mg and about 460 mg. The Dietary Guidelines for Americans, 2025 to 2030 keep the general recommendation at less than 2,300 mg a day for ages 14 and above. The American Heart Association recommends no more than 2,300 mg a day with an optimal goal of no more than 1,500 mg for most adults, and says that for most people, cutting back by 1,000 mg a day can improve blood pressure.
Serving size is what connects those targets to the box in your hand. FDA's own sample label uses a frozen lasagna with 850 mg of sodium in a 1 cup serving, which is 37 percent of the Daily Value. Eat two cups and everything doubles, including sodium, to 1,700 mg. That is roughly three quarters of the day's Daily Value from one dish, and the label never said a word about it, because the label was describing one cup.
If you have kidney disease or heart failure, or you take a diuretic or another blood pressure medicine, your own sodium target may differ from the general figures above. That is a conversation to have with your doctor or pharmacist rather than a number to set from a label.
Reading the two top lines in the aisle
A workable habit takes about 15 seconds per product.
- Read servings per container first. Decide whether you are comparing one serving or the whole package, and hold to that choice for both products.
- Read the serving size, and note the gram weight in parentheses, not just the cup or piece count.
- If the gram weights differ, divide sodium by grams and multiply by 100 for each product before you judge them.
- Check whether the label has a second column. If it does, the per package column already answers the question for anyone who finishes the container.
One change on the horizon may make this faster. In January 2025, FDA proposed a "Nutrition Info box" for the front of packages that would rate saturated fat, sodium, and added sugars as Low, Med, or High along with the percent Daily Value. The comment period closed on July 15, 2025, and as of September 2026 no final rule had been issued. Even if it arrives, the rating would still be based on a serving, so the two lines at the top of the Nutrition Facts panel will keep doing the work.
